What do the different partisans symbols mean once you press shortcut "p"?

3.6.27. Partisan Locations
Note, regular Partisan logos indicate partisans
that will be added to the map while those shown
with a red circle and a line through them represent
locations where Partisans will only reduce the
strength of resources.

Similar question: What exactly denotes to whom the partisans are hostile? For instance I can't tell exactly how to determine if I should garrison a spot because I'm not sure if that icon is for me or the other team. Not all partisans fight the Axis, some such as Iraq occur vs the Allied player.

The simple rule is Partisans will only appear if the hex is occupied and not currently under friendly control relative to the original owner and side of the hex.
