Just noticed that somewhere along the line two 'tutorial campaigns' were added, however I don't get the popups 'after a few seconds' on these scenarios, is this broken?

Check that the 'raise pop-up' option is set for special messages in the game options menu.

That was it. Thanks. Nearly 5 years and I've never had to enable that (that I can remember anyway). Strange.
