Notice on the map that these are owned by the UK. However, I think it would make better sense to transfer these to India, as it was all part of the Persian Gulf Residency, a subdivision of the British Raj. It would also make sense for India to annex Basra in the Iraq Revolt events as well.

I'll have to test this out before implementing to check that it could work with India being neutral for the first part of the game.
