In my current game I'm in February of 43 and I'm in the transition to red army 2.0, which is a new experience for me. One question I have for more experienced soviet players, do you have a rule of thumb you use for how much to commit on attacks against fortified lines? I've got my own strategy going but I am curious what others use. My current setup is as follows

2 x shock army hq w/ 25+ artillery + rocket su (2 army attack to get su commitment from both)
2 x full stacks of guards infantry corps w/ tank reg, AT reg, heavy AA bat
3 x rocket division
3 x artillery division

300/300 ground support w/ sufficient quantities of aircraft on hand to get a big commitment
I've experimented with bombing before attacking or not, unsure if the benefit outweighs the fatigue and miles on the eventual attack.

With this I've had mixed success breaking through level 3 fort lines, but I feel like I should be able to do more with less. I'm hesitant to use my tanks in the breakthrough, I'd rather save them for follow on attacks but with my current setup I'm only able to push at max 2 or 3 hexes. I have great initial CV with 40+ on most units, but shifts generally hurt me even with best leaders involved. Am I better off waiting for assault engineer brigades to help with fort levels? I only get one shot at it too, panzers show up quick and I can't hold ground against them yet.

I'm not a Soviet player so someone else may answer your question better but I want to offer some advice. From your setup it seems to me that you aren't using sapper battalions or any kind of engineer formations. Engineers drive down fort levels so they are one of the support units you want to have in your breakthrough spots. If you are attacking fort levels 3 you can remove the tank regiments IMO. The game rules classify fort level 3 as dense terrain and AFV elements perform badly there and get a CV hit. Also there is little reason to using AT regiments if you are only facing German infantry. I don't know about the heavy AA, if the enemy is strong in the air in the sector it may be worth it.

In terms of bombing before, that is an absolute must yes for me. You should bomb the enemy positions before you attack as this disrupts elements (disrupted elements don't take part in battle and don't add to the CV). Set ground support on so that the air assets also help during the actual battle. Don't forget to provide enough escorts for them otherwise the LW will tear you to pieces. Also don't fly fatigued formations.

Also try to optimize your C&C so your HQs are not overloaded and keep the front HQs near the point where you want to breakthrough. Use units in reserve if you can. Good leaders help a lot. Use your armored formations to unhinge the enemy from their positions if you can. Try to cover your Tank Corps with other units, as tank Corps are light on men and rout quickly.

Bombing twice has the effect of adding disruption, which converts into fatigue. Then 1/3 of fatigue directly has a negative effect on CV. Then fatigued units suffer more in retreat and in the logistics phase.

One thing about bombing units -- recon the targets and make sure the risks / benefits are worth the costs. In the latest version of WITE flak is very effective. My personal habit is to stuff mobile S/P flak into my armor units and stuff my division HQ's with mixed LW flak. (I am a German fanboy). One can draw lines from enemy bases and optimize flak intervention. Fighter interception is gravy on top of the main course. Having looked at quite a few battles at high message settings -- flak does not have to shoot down the target. "XYZ group Turns away" is also a good result with the offending air group accumulating damage and fatigue.
