I am playing the campaign game and the 9th Air force has appeared. It is accounted for in commanders report but it does not show up in the air directive summary page so i can not give them any directives
How are they activated

Give them some squadrons. Go to 8th AF and switch the B-26's over to 9th etc

Looking at the commanders report it does seem to have some air groups attached
