Hello, I was wondering: Why are the cargo rules not extended to the CWDB?

There should be cargo types and cargo carriers in CWDB. Created a new blank scenario under latest DB and I could add them; note make sure you have the option ticked in the 'realism' section of the editor for the new scenario.
