That is, this is a game not a simulation. Reality might not be modeled due to programing inabilities . You have to be diligent about keeping hex-side control open. Units can't conduct a fighting withdrawal when they're surrounded en masse. If you kept hex-side control of at least one road / trail going out of the hex, you could have withdrawn from that direction.
