Anachro - I have a copy of DARPA ACTUV. I never installed or played it, so I'm not sure how it works. Interesting, though, that the article said its modeled on Dangerous Waters, which I do play.

The game file is dated 2011 and is ~320MB, and I don't have Dropbox or the like, but if you have a means to transfer it, I could give it to you.

The article is wrong in one respect. I have a reprint of an early copy of Jane's Fighting Ships (post Russo-Japanese War) that has as an appendice a set of rules for naval wargaming, so Fletcher Pratt's Naval Wargaming with Model Ships was not the first time a commercial outfit had done this.
