At least one 'nuance' in Japanese production is that at least some devices may be considered 'obsolete' even if they may be used somewhere. In my case I still have several tank units in China and Manchukuo that have type 87(?), and 97 vehicles and both pools are completely empty. And that's not due to losses, they were 'converted' to HI.

Been there, done that. To be precise this is only needed for TO&E 'upgrades' and the units must be in rest mode. Simple TO&E 'replacements' of older weapons don't need the Command HQ.

Just a little technical clarification here... Japanese industry produces HI points. These are 'converted' to other things, which include Armaments and/or Vehicle points. Those points are then combined with Manpower and Supply to produce the desired device. So Man+ARM+Sup=device (such as AT, Arty, squad, etc.). Man+VEH+Sup=device (such as Tank, or Motorized Support device).
