Would a PLAN naval commander have access to Chinese satellite data, painting any likely naval battlefield, so that the position and type of opposing naval forces are always known to the Chinese Communist Task Force Commander as long as the CCP satellites are active?

The short answer is that it depends on the PLAN naval commander. The Chinese military is fairly hierarchical, which would suggest that information is less likely to be pushed down the lowest levels. How far down the information might be pushed is certainly an opened question. I suspect that in recent years there might be efforts to push it further down, but that's just me speculating. I know of nothing which might support that conclusion, except for the general trends in communications and IT infrastructure (e.g. increased bandwidth and mobility). The larger question is whether or not the Chinese leadership style and way of fighting would support it, even if the technology might be out there.

According to PLA media reports, In some recent PLAN excercises that featured Red vs. Blue scenarios, satellite data for locating the other side's fleet was used by the commanders of either side's flotilla.

I sincerely suggest people here to read the recent development of Chinese BeiDou Positioning Sats, tangents or not.

One of the open feature about BPS is the text-messaging capability. Most sea-faring Chinese vessels, both civilian and military, are have them installed so CMS and CCG can monitor their maritime activities. It’s very crucial for fishing-ban season (From May to August) at Chinese-controlled sea.

USCC and US DoD did wrote a report about the threat of BPS, especially the text-messaging feature. Suggesting that text-message functions may work as naval chain of commands, naval espionage, and data-hack if other countries use it:

In other words, yes, commanding armed fishing boats via BPS to attack hostile ships is also a possibility, without relying traditional datalink or comm devices like radio transmissions. However, that doesn’t depict this is how PLAN’s usual chain of command functions, it’s still all about robust and well-encrypted devices that normal fishing folks never able to play with.
