So it takes the Swordfish 2 MP's to get from Liverpool to a hex dot in Cape St. Vincent (CSV), which leaves 2 MP's. Then it takes 1 MP to get to the 1-box, which leaves only 1 MP, which isn't enough to get to the 2-box. If however, the Swordfish was based in Pembroke then it would cost only 1 MP to reach a hex-dot in CSV, 1 more MP to get to the 1-box and 2 more MP's to get to the 2-box, for a total of 4 MP's expended. So from Pembroke the Swordfish could reach the 2-box during a naval air move (not air reaction when its range is halved). To reach the 1-box from any hex dot in a given sea area takes 1 additional MP. To reach the 2-box from any hex dot takes 1+2 = 3 additional MP's. To reach the 3-box from any hex dot takes 1+2+3=6 additional MP's. To reach the 4-box from any hex dot takes 1+2+3+4=10 additional MP's. Note that this is different than for naval units. For naval units each "left over" movement point (not range) allows the ship to move up that number of boxes. For example, 4 left over movement points allows the ship to reach the 4-box, 3 => 3-box, 2 => 2-box, 1 => 1-box and none => 0-box.
