I'm considering purchasing a turn-based civil war game. The contenders are:
AGEOD Civil War II
JTS Civil War Battles (Antietam probably)
Brother against Brother
Grigsby War Between the States

Anyone have any recommendations?

i have 3 on the list, but tbh the 3 i have are all different enough to stand out quite well on there own

with Brother against Brother being the newest, but that also doesn't make it the best, so it depends on what your really after, control wise imo

as while the 2 others are more overall war and doesn't let you into a given battle as such, where Brother against Brother is limited to just a few battles so not the overall war period, so it's hard to say which one is better or worse or even more fun, without first knowing what your after with a given purchase regarding scale? and command and control, as 2 of them have plenty of it, and again Brother against Brother has very limited control, so kind of they may do as they like as often as the do as you ask, if the commands feels something else is better, he goes for it, no matter what you ask or do as a kind of extra fog of war addon.

so do some research on all 4 and see what takes you fancy, as imo all 3 i have are great in there own rights, as you like the period, any wouldn't be a poor choice imo

For what it's worth

Two of your selections are the entire war while the other two are battles. I'd make your choice of which you want first.

If you choose entire war I'd go with Grigsby War Between the States

If you go with a battle game

The best is Brother against Brother as far as realism and challenge HOWEVER the big drawback is that it is quite likely the last to be made in the series

JTS is well established and all have been upgraded to Gold version now. This also means if you like it you can continue to purchase others in the series. Since the JTS civil war series is well respected, played by many and established it may be a good choice if you are just trying to get to see if you would like PC Civil war games.

there are a few others out there in development but some are RTS, so not war games for me as such

Forge of Freedom ? - also a Matrix game. I have it albeit never really got into it, but some liked it. A lot.

Try Ageod's American Civil War - the first one - probably almost free if you look around or Steam or a secondhand place. Some of us actually prefer Ageod's first one to CW2 because the map is so wonderful.

It works fine for me on Windows XP 7 8.1 and 10

As does Forge of Freedom - albeit a low spec laptop with Windows 10. Who needs graphics.

I bought recently the AGeod games on Fanatical for real cheap including Civil War 2

Ageod left this game at a pretty good level of development before moving on to CW2. Still play it from time to time.

The JTS AI is good at killing units...don't know how the other games' AI is.

You might take a look back at the Sid Meier's CW battle series beginning with Gettysburg, it's RTS, however there are several skirmishes that have to be achieved in order to win a battle in total.
