Doctrine cannot be set uneditable (Full Version)

(v1.15 - Build 1009.31.1) Seems that Doctrine cannot be set player-uneditable by unchecking the checkbox.
(except Nuclear, Air Ops Tempo, and Quick Turnaround)

Savefile first.

I set side (United Kingdom) doctrine editability as follows:

Nuclear - editable
Air Ops Tempo - editable
Quick Turnaround - editable
Others - uneditable

First I noticed "BVR engagement logic" will automatically re-checked as editable
after Reseting affected units/missions.

Next, save the scenario and confirm side doctrine in normal game mode: All doctrine has now become editable.
I reconfirmed in editor mode and noticed that all doctrine are re-checked.

I tried several times but totally missed something?
