New to the game. I've looked at the manual repeatedly reference paratroop and amphib assaults, and it doesn't mention in either case whether a targeted hex can be assaulted if an enemy unit is in the hex. I've found a thread about Malta stating that a hex can't be assaulted AT ALL if the hex is occupied, it must be vacant. If it's in the manual, can someone point me to it? Thanks.

When using Fog of War you may not see if the space is empty. In that case you can always assault the hex (otherwise you would know that it is not empty). The paratroop will the drop nearby and may get some damage.
If no nearby field is empty or available (e.g. Malta) the paratroop will be destroyed.
