The rules for Windows and applications installed to the Program Files folder has changed significantly since User Access Control was initiated going all the way back to Windows Vista. Essentially the Windows security settings simply aren't compatible with user files being added to a Program Files folder, and need to be installed to a USER folder in the Documents folder on your system. This is why initialization files, saved game files and custom campaigns, mods etc., are installed to the USER folder instead of the Program Files folder. Of course in the old days we did it differently, but it is unfortunately no longer an option and a technical nightmare if we were to still try and do it today.
