It might be the Slovakia unit.

Did you take Danzig? I once found myself wondering why a shattered Poland hadn't surrendered and found out that my clever invasion plans omitted the physical liberation of Danzig

Is the "Freie Stadt" Danzig considered part of Poland in the game? Anyway, I would think it likely that the Polish AI might be scripted to not give in when it has units on enemy territory.

There is a chance that Poland (or any country) may not surrender right away depending upon how many surviving Polish units there still are after you capture the capital. It is typically a very small chance and can vary from game to game for variety.

Now Poland Army come into bratislava in 1939 November, Slovakia surrender. Now I besiege it, let's see how long will Poland surrender.

Danzig starts the game as a separate state but once Poland surrenders it will become part of Germany.

Ok, Poland has surrender. German liberate Slovakia, but has lost the corp of Slovakia.
