Congress intervened. The problem is political. The Marines and Army are scared that if there isn't a dedicated CAS bird they won't have CAS from the USAF. The thing is, if their dedicated CAS bird can't survive the air defenses that'll exist in any high end scenario right now, let alone what'll exist in the future, they won't have CAS either. Furthermore, if their dedicated CAS bird can't fly a long way to support them, then they don't have CAS either.
