I recently noticed that as I hovered over the "Logistics" tech field, it says "Each new level of Logistics research reduces operational movement and regular transport costs by by 10%. It also increases the build limit for HQ's and all types of transports by 1 per level".

Seeing this, invested in Logistics as a way to increase the German's number of HQ's. However, I soon found out that despite the description, the increased level of Logistics did not in fact result in an increased number of HQ's available to be built.

Is this on purpose? Or does this description need to be updated to fit the current rules?

You were already likely ahead on HQs (perhaps due to Rommel and/or the one that is on the prod table).

It does work, you'll just have to get another level or so.

Ah yes, I was one up because of Rommel. I see the game wasn't fooled. Darn it!
