... I don't think I can make this scenario. Mainly cause I know nothing of it's subject matter. I can however guide in it's making. I think you need to start off by loading up the editor, using a masterfile already made. (To get graphics, that suit you). Then start making the map. Making it is by no means an easy task. You need to consider things like size and limitations. Do you want it to cover the whole world, just a continent, or maybe even less. Another thing you need to take into consideration is the amount of time you are willing to invest. Each hex you make will take some time. Thus it is far easier to make a 100x100 map, than a 200x200 map (which is 4 times bigger!). Usually you would want to use an overlay, of a map of the area you are trying to make into a scenario map. This will obviously have an impact on the dimensions of the map. The you can begin filling in the landscapes of the map. When that is done comes the next part. Deciding how many countries there are supposed to be. Personally I wouldn't go above 20, cause each country (regime) has a lot of variables (data entries) that are possible to make for them. Some of them being in relation to other countries. This means that every time you add a regime you are making the amount of data bigger than just adding one more entity. How to do these things is an entire different matter, but, learning (i find) is part of the fun. But the above can be planned, before you begin. If you need any technical help, don't hesitate to ask.
