Stugs attached to infantry divisions: will they be more "effective" if the corps leader has a good mech rating too?

Yes - mech ratings apply to every unit which is "motorised" whether or not an SU.

Also remember Panzer HQs have a +1 to all ratings for "motorised" units including StuGs too - so any HQ with the word Panzer in it could also be a good place for them. Presumably they will have leaders who already have good mech ratings. StuGs are complementary to the motorised infantry but not the Panzer/Tank/armoured divisions though. (and do not mix flamm tank SUs with on map motorised units in the same HQ)

You have enough problems getting fuel to your motorised units without one of them gobbling it all up as ammo for a couple of battles. As flamms tend to be effective in urban or dense area fights where you would not want to have motorised units, it would be unusual to want them both for the same battle type. So keep flamms away from HQs that have motorised units and in HQs with units you will use for dense/urban battles.

Again the thing to check is is it motorised or not. For example this German cavalry division is motorised while some others are not.

First Cav Div was by september the 24th Pzr Div, in large part because of its high number of motorised formations.
