First of all my English is not very good so I use the google translator.

My HI in Manchuria do not produce due to lack of fuel, They are bases that have 0 fuel, but bases that are next to them have up to 50K of fue

I already lost many shifts trying to solve it, fueling the coastal bases with fuel, but nothing has worked

Fuel and supply accumulate at the largest base and especially the largest port in the area. But if the base is not set to stockpile fuel or supply, those will flow to where they are needed. If there is 50K fuel at Port Arthur, the Heavy Industries on the rail line in Manchuria will be receiving what they need. It might all be used up during the turn, but it is reaching there.

If the industry screen (the button on the row on top of the map) shows the HI is not producing it is likely a shortage of resources. The Industry screen should show how much industry is being produced at that base by HI each turn.

Ports reserve some fuel for their size + for TFs based from this port. So you can see a situation where some fuel is in port but is not shipped outside. Just bring more fuel then.

Goes without saying that you should not have fuel stockpiled in those ports

I have put the stacking off in all the bases, it would seem that it is working halfway, some shifts work and in others not, maybe in some turn it will stabilize

Would it be possible for you to post some screen shots of the bases in question. Surrounding bases would help as well. Also a shot or two of the affected bases from the industry screen.

Otherwise all we can do is guess.

Easiest way to tell if a base is producing is to view the industry screen. Anything in red on the right hand side tells you the base is not producing that item.

In turn 121 stockpling off in all base, it seems that it is normalizing, the strange thing is that in those bases it was where it was activated

No enemy blocking the rail connections? Did you expand the HI and then repair the new HI centers?

Logistics is demand force driven but constrained by supply force considerations.  The absolute first consideration which the OP should have undertaken before posting was to determine how much fuel is produced in the area (the supply force) and how big is the demand force for fuel in the area.  If fuel production is less than demand then of course there is always going to be an imbalance somewhere as the AI tries to catch up.

There was a midshipman who led sailors up in the rigging to use their coats as emergency sails as other crewmen did the same on the deck. That helped save the crew and the crew of another ship.

Well this has taken a tangent from the topic of getting fuel to Heavy Industry centers, but in this forum, all tangent have cotangents and sometimes secants to get us back to the mainstream! (and no, I did not like trigonometry much).

Well, he needed an act of the US Congress to actually become an ensign since his grades were too low after his final exams. However, while at the Naval Academy, he also was in medical school and graduated 4th in his class. He made Admiral and was an observer of the Pearl Harbor attack. His nephew-in-law was Henry Talmade "Hammering Hank" Elrod whose widow stayed in the US Marines after the war - one of the few women to do so.
