i playtested a little with the scenario editor and set up own battle:

when i try to run the battle i got directly to debrief screen which includes an error message:

Thanks for the report MikeGER. The custom battle should have one VL under the control of each side at the start or the game thinks the battle is over. I will look into changing the check so you can create a 'no control' sort of scenario like this, or at least having the editor make you set up friendly one VL per side.

For now you'll need to add a least one starting Allied and Axis controlled VL to make it playable.
