Why are the units in Sevastopol isolated? The port is undamaged with normal access to the other ports in the Black Sea and yet it is not even in beachhead status? Yet it seems to be wanting to trace an overland supply source which is 37 hexes away and perhaps cannot cross the Kerch straits?

Bear in mind I will allow port supply only outside land supply range. I can't take best of the two, because that would allow port hopping without regards to railhead.

Added another check so that out-of-supply parameters will never be better than in-supply parameters (in supply means going through 0 enemy hexes and not above 100MP/25 hexes from rail).

I think I'll also re-enable supply movement through Kerch strait. It will be consistent with other similar areas (like Estonian islands).
