Keep air units within range of their ports. Stick a fleet out in front of their port within 4 hexes. The closer the higher chance.

Blocking supply reduces it but doesn't remove it. It takes a lot to completely block supply.

Did you look at the supply section in the rule book? You could copy paste the test into google translate.
