You gotta wait until you have Norway and France before going nuts with subs I think. And even then I'm not sure it is worth building them. Depends on your grand strategy. If you are going after a knock out blow in the east, you're going to need all your 40 production towards building up a proper army to take out the Soviets, and there's really not much to spare for the naval war. Surface fleets can really pound on convoys, btw. A Western strategy based on taking out Spain and Gibraltar can give both the Kriegsmarine and the Regia Marina the ability to come out and play for real in the Atlantic and trash the British merchant marine. You may need to invest in long range bombers to support this strat. Personally, I think crippling the Soviet Union is the better strategy, though. Leaving the bear alone while screwing around in the west is asking for problems. I am also mulling over an Axis strategy where you take out the Balkans and also Turkey in 1940 as soon as France falls. I note the Turkish army is super weak, at least when I activated it as a minor Axis ally. Every Turkish units comes in under strength and they haven't got the economy to ever fully flesh it out, or even the manpower. So you could set yourself up to go straight into the Caucuses in 41 along with the main push out of Poland. And that opens up the back door to the Middle East, too. But you're going to need a lot of units to garrison those rail lines...
