In fact, two aircraft carriers have been lost, so the fleet-type aircraft carrier has stopped providing anti-submarine patrol missions.
I am attacking a submarine fleet with a fleet of aircraft carriers and destroyers, but not much damage.

The UK lost CVs vs subs in the early years trying to defend convoys. They stopped using CVs to do so.

Defend convoy lanes with escorts and planes, Make sure you max out the advancement.

Weren't CVEs (Escort carries) introduced in 1943 to provide air cover to convoys? It is my understanding that CVEs, along with other technological advances, turned the tide against the U-boats in mid-1943.

Presumably CVEs are abstracted into the convoy escort system via tech upgrades. I for one prefer this to be abstracted.

I played 1939 scenario.
The German submarine fleet moved.
I attacked the German submarine fleet with 2 fleets.

2 fleets
Scapa Flow
CV,DD
Southampton
CV,DD,DD

result
2fleets no damage
U-13 SS Grp sunk
U-8 SS Grp 5 -> 1

The submarine is weak.
There is no submarine threat in the early days of war.

You gotta wait until you have Norway and France before going nuts with subs I think. And even then I'm not sure it is worth building them. Depends on your grand strategy. If you are going after a knock out blow in the east, you're going to need all your 40 production towards building up a proper army to take out the Soviets, and there's really not much to spare for the naval war.

Surface fleets can really pound on convoys, btw. A Western strategy based on taking out Spain and Gibraltar can give both the Kriegsmarine and the Regia Marina the ability to come out and play for real in the Atlantic and trash the British merchant marine. You may need to invest in long range bombers to support this strat. Personally, I think crippling the Soviet Union is the better strategy, though. Leaving the bear alone while screwing around in the west is asking for problems.

I am also mulling over an Axis strategy where you take out the Balkans and also Turkey in 1940 as soon as France falls. I note the Turkish army is super weak, at least when I activated it as a minor Axis ally. Every Turkish units comes in under strength and they haven't got the economy to ever fully flesh it out, or even the manpower. So you could set yourself up to go straight into the Caucuses in 41 along with the main push out of Poland. And that opens up the back door to the Middle East, too. But you're going to need a lot of units to garrison those rail lines...

The problem is simple.
Slightly increase the probability of damage to the fleet that attacked the submarine. (damage is 3P.)
Make the submarine a little harder to sink.
Do not display submarines while sailing.
Show only the turn that the submarine attacked.

So if you parked them next to the English coast line you will get pounded by surface.

If you parked them at a sea hex with a high level of recon you will get pounded by air.

Put subs in raider mode

Hex 112, 76 is a good low recon hex
as is 78,75

At the top left of oil the screen where the icon of the fleet, there you can switch modes.

I am probably overthinking, but I am uncertain about the switch toggles. Does the popup indicate current state of the fleet or what clicking toggles you to.

IS this interpretation correct????
If you hover over the button and it says "Raider" then clicking will toggle you to raider status

or does it indicate current status of the fleet?

Simple look at the icon, if it looks like a lot of ships it’s already in Fleet mode, if it shows a single ship it’s in Raider mode. Clicking it toggles it one way or the other.
