If you can only invade unoccupied enemy coastal hexes, what would stop an opponent from filling all coastal hexes with units? Or am I missing something?

I thought it was only beaches could be invaded and a beach hex cannot be defended. I've only invaded Malta and Olso and both times my unit landed on an undefended beach hex.

A defender can place units on the beach hexes.... if they want them blown to eternity. It is the only location that air does triple real damage to land units.

The cost outweighs placing them there.

So imagine you jam infantry along the coast of normandy as Germany.

That 10 hexes.
If you place large corps that is 300 landing craft which cost 450 PPs.
And the transported units have to survive interception.
Now say you place them in March 1944 before invasions.
Now the Allies have plenty of target practice to get their planes up in experience meanwhile costing you months of production.

So is it worth it now?

If you do it to Malta same thing. 45 PPs to land them there, then the Axis airforce has a field day on them and will destroy them.
