So in my current campaign I'm playing with the eastern front box and I'm trying to play with the eastern front as the priority and send any forces I dont need there while also bringing units west to have them refit at the supply sources. The result is that over the winter of 43-44 the eastern front has been well above the stable threshold. (i.e. like 5500-5900). However, despite being stable, the stability seems to lead to the soviet potential building up to ridiculously high levels, (i.e. in the 30-40 range) and staying higher with the result that when the soviets stop building up and actually attack, the attack hits really hard and often sees a lot of unfit units. With this in mind, is it still better overall to have the front be stable? or is it actually better to not have it be stable?

It should help you in the long run, but there is some randomness. I'd be surprised if anyone has a lot of experience with trying different tactics in the EF box, but would be interesting to hear.
