Are there any instances of city-building games being the basis of game map editors for wargames?

You can see the attraction of the idea. The player could spend great time and effort building their city, ensuring that each building was perfect in both form and function, delicately toned in the perfect pastel shade. One might give great consideration to traffic flow patterns, sustainablity indices, and the suitability of recreational areas for animals and vegitarians.

... and then call in the heavy artillery.

More seriously, I wondered if this might improve the realism of tactical maps.
