So there is Large Urban and Urban hexes. As I understand it Large Urban produces Manpower and Morale, Urban does not.
Is there any way to know how much Manpower/Morale each hex produces ?

Most Large Urban have a brown circle with a number, I think this is Steel production.
Some Large Urban and Urban have a green circle with a number, what is that ?

That is what I thought it might be, but it doesn't add up.

To take a few examples:
Iraq has 2 manpower but only 1 green point.
Iran has 6 manpower but only 1 green point.

Also, Finland has 2 manpower but has a Large Urban which gives at least 5 according to the manual.

And Large Urban are all manpower (5-25), according to the manual, so why do some of them have green circles ?

Green # is morale #

Why I say Moral/Manpower because taking brown and green locations also reduces manpower.
