I have observed that if I move a fleet from ocean to port (1 step or 2 step movement), the ships in the port that haven't moved lose their movement.

I have verified that the unmoved ships are the only one checked.

Example. As UK, I moved a Destroyer, 2 step movement, to port. Port contained two additional fleets (CV, BB) that had not moved. Unselect all , then check the CV and BB. The CV,BB fleet is unable to move. Ships that have not moved should not be effect by other ships moving into port.

Yes.. I understand in most situations you can fiddle this, but I believe I have seen this issue also when you join fleets at sea, where the joining ship has only moved 1 step.

This is by design. You need to be careful moving fleets.

I originally tried it in a different way but it creates more problems than it solved.

So you should be moving ships out of ports 1st then moving ships into ports.

I asked this in another thread seems more appropriate here. Does same happen to supply? do fleets adopt lower supply level. supply cut off by interdiction or submarine as in my case a sub next to Malta>?

No just opt pts. Doing it another way would require a lot of micromanagement and open the game to some gamey situations.
