Waited 90 minutes [X(][&:][X(][&:][X(][&:] for production calculations to complete, and decided it was time to figure out what was up.

Turns out the Germans were unable to lend 2 build points to Japan because of insufficient convoys. I edited the file to put 2 additional Japanese convoys (4 total) into the Sea of Japan (pulling one from Tokyo and one from Singapore), and the calculation took only 15 seconds.

I'd say this isn't a "bug", but an optimization gone bad![:o]

Attached file "Game 1 mod" has the modification and 15 sec time, "Game 1" has the horrible 90 min zombie calculation.
