I understand that a radar on a plane is not operational until it is avail, for example, Helen Ia (4-42) carries a MAD, but is not available until 6-44.
Now, the Minekaze class through update 8-42 gets the Type 13 radar, but it wouldn't be available until 3-43
does it work or not?

IIRC there should be two Type 13 radars - one is a ground unit type (look for Load Cost), the other is a ship-borne type (I think load cost 9999 or something like that).

Type 13 radar (ground version) becomes available on 3-43 and some IJNAF Bns/JNAF BFs could upgrade to it (check the ToE of the units)
Type 13 radar (ship-borne version) could have 12-41 availability or NULL and would become available and functioning as soon as a ship carrying it is upgraded.

I think it should be possible to see it even in the game (ship/aircraft "inteligence screen" - Detection Device - if you scroll around you should find both).

Good morning, at first I was looking for the data with the WitpTracker and there it says that it is available on 3-43.
Check with the editor scenario 1 (in which I play), the Type 13 carrying the ship has slot 1701 and there it is available from 3-43.
In other words, does the ship receive a device that it can only use within 7 months?
I would stay to try doing some kind of test to see if it works or not

A lot of upgrades contain devices that aren't available at the time of the upgrade. This applies to ships and aircraft. In both, the device won't actually function until the date. It will show in the unit screen, but will be 'greyed' out a bit.
