Producing Shipyards

Quick question. I have produced shipyards and they are stockpiled. How do I actually apply the shipyards to the game? Is it done automatically over time or do I have to physically assign them? If so, how? Checked the forums and manual to no avail. Thanks.

Once built they add to your pool automatically
