What does load represent? Is it somehow actually weight?

Load Cost. It relates to weight and cube abstracted in the game.

You can see the device load costs in the editor.

From the Editor Manual Page 13:
Load Cost is the basic cost of loading 1 item of this device on a ship.
If the load cost is 9999 or static, any ground unit containing this device
will be static (not allowed to move).

It is also used for aircraft devices as in your case.

Example:
An Atomic bomb has an item load cost of 20,000.
A B-29 carries a max load of 20,000.

Thanks Trugrit, I figured as much. Would I be correct to think that the load of certain cannons on planes make no difference?

Capacity of planes is only used for transports, and during calculations for supply usage, and airfield size for bombers. Also supposedly for kamikaze damage.

It is not checked for bombload. You can put 1000 bombs in any plane.
So, it is probably weight, if it somehow gets into LCU.
