and for my final reply regarding "no oil germany" and you "cant build that many armored units and operate subs" etc, heres 1942, april fuel stockpiles not bad, slowly climbed through the winter, still shipping 25 excess oil to italy, since paris fell.

It is not specific cities, it is national morale. So any production or morale hexes will bring it down.
