IME, numbers 0 to about 3 will tell you there is something there, but little additional info. Numbers 4-7 might identify the type of unit or TF, how many men or ships, and perhaps the direction it was moving when it entered the hex it is currently in. Numbers above 7 will start to provide ship types and then their names. For a CV TF it might show the number of aircraft or even the breakdown by fighters, bomber types and auxiliaries (float planes). Detection level is very important for setting up naval battles and carrier clashes. If one side has prior D/L on the enemy before first contact in the turn and the other side does not, the initiative goes to the side with better intel.
