Ok,
I am using TACVIEW 1.81, how do I turn FOG of War on or off from within the game?

You can't at the moment. Unless you use the Scenario editor and select GOD'S EYE-VIEW

The FOW status in Tacview always follows the "FOW status" in the main CMO map. If you can see everything in the map (ie. Gods Eye is enabled), you can see everything in Tacview. If you can see only your own & friendly units plus contacts in the main map, the same happens in Tacview. Nice and simple.
