I'm having difficulty keeping aircraft in formation flying at the same altitude. On Build 1121.3 via Steam beta channel.

I first noticed this while playing Korean Ground Game, my aircraft kept getting hit by MANPADS/AAA even though I set the formation to 36,000' and turned automatic evasion off.

I created a test scenario to explore the behaviour:
1. Load up 4x F-16 with GBU-10E/B and take off from OPFOR airbase as single group. They climb to 36,000' and loiter as expected.
2. F2 and manual override altitude to 25,000 ft, no problem, they all follow. Take group back up to 36,000', so far so good.
3. F1 and auto attack the 4 target buildings. Lead plane stays at 36,000' as ordered, but all 3 wingmen drop to 2000' AGL. Manual override still set for whole flight, but if you go into UNIT VIEW, manual override is only seen on lead plane, all others are on automatic altitude.

The only solution I've found so far is to set manual override for all aircraft in a flight using UNIT VIEW. This seems very tedious.

Am I doing something wrong, or is this a bug?
