I've recognized this bug resulting on that, that I've given as Austria-Hungary Italy the areas, that it wanted. Afterwards when the battleship Szent Istvan was built with it's half strength of 5 I could place it in italian Trieste harbor, but I had to move it to an austro-hungarian harbor to refit it.
