In the Editor, HQs can be graded as Divisional, Corps or Army ... most seem to be Army level ...

But what does this MEAN in practical terms?

Decreased supply or bonus RANGE for Corps or Divisional Level ones?

Or ... WHAT?

OK. Then that means for some Nationalities early war they should have fewer, even NO, HQs to represent their crappy organisation.

Poland = one, at most, more likely NONE.
France = no more than half what they have now, and no new builds of such.
UK = no more than what they start with (i.e. no NEW builds) until 1942 or so.
USSR = as for the UK.
