Since I can not seem to find an answer in the manual:
Do planes operating off airfields use fuel or only supplies?
It seems to me they do not use fuel am I seeing that correctly?

The planes use supplies.

In the game, "Fuel" is only for ships and HI. All gasoline/avgas is considered supply.
I am unsure whether it is still a game feature, but originally a refinery processing 10 oil points would produce 9 fuel and one supply point. The rationale was that the supply point represented gasoline, grease, motor oil and other petrochemical products.

If you move "fuel" on your cargo ships that do not have a dedicated tank for it, it is considered fuel in drums and because of the inefficiency of space usage on the ship, the portion dedicated to fuel uses twice as much space as other supply and only half as many fuel points can be carried as compared to general supply.

Oil produces fuel and supply as mentioned by BB. Some mods have removed the supply production part....GP

correct, but all stock scenarios it is 9 fuel +1 supply (representing Avgas).
