How do the first blizzard rules affect Axis support units?

I imagine combat simply follows the rules for the on map units. Similarly I'd expect them to incur higher fatigue/damaged elements if their HQ moves.

What I'm less sure about are the rules for SUs attached to stationary HQs. I imagine that if the HQ is out in the open the SUs take blizzard damage as if they were on map units. Similarly I guess that if their HQ is in a city or on its own in a size 4 town only the HQ counts as a unit and passes its 'protection' down to its SUs. But say you have a combat unit and a HQ stacked in a size 4 town. Does the combat unit get priority for the protection - leaving all of the attached SUs exposed? Does this mean there might be times when you might move the combat unit out of the town in order to protect the more specialised/moveable/disguisable SUs?

Am I thinking along the right lines?

They are affected like normal units if they are out in the open.

In a level 4 town, the unit with the most manpower receives protection. So if you have an infantry division at 12k men and a HQ stacked with SUs at around 20k men, the HQ will get the protection bonus and the same protection will go for the SUs.

With that being said, I would never chose to let a HQ sit in a protected hex, if I can protect an infantry division. The reason for that is that you infantry will do most of the fighting and if you can give them a break, you should use your chance. The SUs will recover faster as they need less manpower/guns, and because after the blizzard they will take part in more combat, their morale and exp will increase.
