Except that it isn't alone. The elite of the British Army is defending Rotterdam as well.

The tiny number above the unit tell how many units that are stacked in the hex. (a 2 in Rotterdam)

Tianshui. I'll edit in an explanation soon.

Edit:

The warlord is located in a fine weather hex because of the desert. And the weather that the unit is in is used for supply purposes. Therefore the unit has a supply range of four hexes. The first hex in the supply line cost double because it is desert, and then there are two more hexes to Tianshui. So the Warlord is within the 4 hexes supply range. See picture.

Every Major Power in the game, except China, has an 'elite' MIL unit from their capital. The most prestigious posting in an Army's reserves, and the best trained such units, would be the ones stationed around the capital. So, yeah, those Tommies grimly holding Rotterdam probably are some of the Royal Army's most prestigious and storied Regiments with centuries of victorious battle honors to uphold. And the landswehr in the lines opposite them probably want nothing to do with an order to Assault them.

Good point. Though quite probably the Royal regiments are the ones in Rotterdam? Or quite possibly they are the ones leading the MECH and HQ-A units into Libya in this game; probably both.
