Sorry to keep you waiting for the answer on this.
I've just checked this in build 1121.9 and everything worked as intended.
The 'Special Action 'Perform Search & Rescue' has been executed' message simply lets you know that the special action was executed; meaning the code was run. The other messages let you know the outcome of the special action. If this is annoying you can simply uncheck the 'show pop-up message with action feedback' box in the special actions menu.
The expected behaviour (and works as tested in 1121.9) is that when your helicopter is within parameters (speed < 50kt, alt < 245ft) and within range (3280ft) the lifeboat will disappear, and you will get a special message from the helicopter crew confirming the rescue (this will trigger a popup if popups are enabled for special messages in Game > Game Options > Message Log), you should also hear a radio chirp sound effect.
