KarlXII -> Can Soviet surrender ? (2/16/2020 5:12:53 PM) I have taken all Soviet victory hexes in november 1942. Morale is down to 11 and their forces is down to less than 300. Do I have to manually hunt down every single unit to defeat them or is there another way ?

Is it only production and oil that is dependent on visible resources on the map and not logistics or manpower ?
