You start out with 0 MPP's in this game unlike WIE and WAW. Why different?

You do start with some MPPs, though less than in the WW2 games. But in this game you get dozens of units appearing in the first few turns from mobilization events.

As the Central Powers you start out with 0 across the board so you can't really do anything first turn but yeah I'm assuming it has to do with mobilization and such...

That's right, everything was so focused on mobilization that there is no spare capacity at start for doing anything else, at least not for the first turn.
