May 9 1941 Soviet mobilization is at 56%. Is this a relatively standard mobilization on that date? Is it any kind of feasible idea to wait till spring 1942 to maximize the effect of lower mobilization which gives axis better time to prepare, although trade off of course the Soviets as well?

The game suggests to wait till Soviet mobilization is at around 90% to attack, but just interested to hear opinions on this.

56% at this point is very low, therefore they don't gain a lot of mpp's. Meanwhile Ger industry produces a lot more, so your advantage is growing. That's a plus. Disadvantage is, that attacking them late (AUG-SEP) brings you closer to bad weather, and your offensive may stale.
Because it's so low, I would wait 2-3 months and do additional build up. But I don't play the Axis.[:'(]

I disagree. You want to attack as early as possible as axis, as you want to take advantage of outmatching USSR level 1 infantry weapons for as long as possible

I'd say go in now. You can't put it off until after winter, and you have a huge relative advantage now. Smash what they have and grab turf. The resources gained will be a bigger asset to you than anything gained from delaying.
