Just got the game a few days ago, and finished my first campaign.

I started a second, and noticed a strange occurance: the enemy would never use their air support.

Or at least, they would try, one of my men would tell "dive bomber!" And then nothing happens. This has happened probably around 10 times in this campaign. What gives?

The enemy will use air support when the AI sees a target it thinks is worth attacking. If you keep your units hidden, do not bunch up, and do not expose a high value unit like a tank, the AI may hold on to the air support waiting for a good target throughout the battle. If you have an example of a case where you think you did expose a tank or a bunch of units together then please post a screenshot here. Thanks!

Interesting, so troops will call out enemy air support as soon as it becomes available?

Yes, that is correct. The message you're seeing is a warning that enemy aircraft are overhead.
