What causes this and what can I do about it?

This turn, turn 17, the message was:

72750 tons of supplies produced in 21 heavy industry centers (72750 available)
13030 supplies not produced, because of resource shortages

Above it said:
161000 tons of resources produced in 164 resource centers

Lower down it says Resource Status:
Resources on hand = 1409945

So it doesn't look like I'm short of resources

I did move heavy factories last turn and my rail is at 15% (is that causing it)?
Weather is Clear

Not enough rail capacity to move resurces where needed. Check log, there is information about rail and vehicle shortages somewhere.

Thank you....I see that Rail under resource status is 66%, so I'm guessing that is the reason and I need to move my rail in the production screen down from 15% to something less? If so, that means I'm needing to priorize moving supplies or troops to the front?

You could reduce amount reserved for moving troops for one, also you could reduce moving and fighting and building new units, which drives needs up and uses up rail capacity. Obviously you have to balance this, as without troops in good condition you will lose even more territory.
