Randomizer -> [Fixed] No more Cavitation with v1139.2 (3/25/2020 10:25:15 PM)

See screenshot below. Note that the no-cavitation box is ticked but there is no cavitation and the Throttle window indicates that cavitation is impossible. Tested with four scenarios using the CWDB in CMO v1139.2 using submarines and surface ships. Using Win-7 in case that may be part of the issue.
To reproduce:
- Open any CWDB scenario
- Select single ship unit
- Open Throttle window and check the No Cavitation Box
- Set speed to flank and note the lack of cavitation at speed.
- Uncheck the No Cavitation Box
- Note no change to the unit's cavitation status.
Did not try this with the DB3000 but consider it unlikely to be a DB issue since this only appeared after the upgrade.
